Advisory notice: HQ Empire Consultancy provides end-to-end advisory and guidance throughout your immigration application journey. We are not affiliated with, nor act on behalf of, the Department of Immigration Malaysia (Jabatan Imigresen Malaysia) or any other government authority. All application decisions rest solely with the relevant immigration authorities, and no outcome — including approval — can be guaranteed by any advisory firm.

The Journey

From first move
to permanent residency.

Every client's path is different, but the shape of a successful relocation tends to follow the same five stages. Select a stage to see how it unfolds.

Stage 1 of 5

Professional Abroad

Most clients begin as established professionals working outside Malaysia — evaluating relocation as part of a career or lifestyle move.

Eligibility Assessment

A short assessment, built around you.

A confidential, multi-step assessment covering your goals, nationality, financial profile and current status — pointing you toward the pathway most relevant to your circumstances, with an indicative confidence score and engagement options. It is a starting point — your advisor will confirm eligibility in detail.

Document Readiness

Know exactly what to gather
before you apply.

Select your pathway and check off documents as you prepare them. Your progress is saved on this device, so you can pick up where you left off.

Methodology

A five-stage process,
held to one standard.

01

Strategic Assessment

We map your profile, objectives and timeline against the current regulatory landscape — before recommending a single document.

02

Pathway Architecture

Your route is sequenced for outcome, not convenience: the right application, in the right order, at the right time.

03

Documentation & Compliance

Every submission is prepared and cross-checked against current government standards before it leaves our hands.

04

Submission & Liaison

We manage direct correspondence with the relevant Malaysian authorities, so nothing is lost in translation.

05

Approval & Settlement

Approval is the beginning. We support banking, housing, schooling and renewal planning beyond day one.

Why HQ Empire

Precision is the
whole service.

Immigration outcomes are decided long before a file reaches an officer's desk. They are decided in how the case is framed, sequenced and documented. That is the work we do.

Senior advisors only

Every case is led by a senior consultant from first call to final approval — never delegated to a processing pool.

Fixed-fee transparency

Scope, cost and timeline are agreed in writing before any work begins. No retainers that quietly expand.

Compliance-first strategy

Every pathway is built to withstand scrutiny — not simply to clear a queue as quickly as possible.

Beyond the approval letter

Settlement support — banking, leases, schooling, renewals — continues long after your pass is issued.

International Lifestyle

A genuinely international
community.

English is widely spoken across business and daily life. Established expatriate communities, international schools, and a genuinely global dining scene make settling in fast — for professionals and families alike.

For New Muslims & Muslim Families

A home for your hijrah,
grounded in reality.

For Muallaf and Muslim families considering hijrah, Malaysia offers a Muslim-majority nation where the call to prayer marks the rhythm of daily life, halal dining is the default rather than the exception, and mosques, Islamic schools, and community life sit at the centre of ordinary routine.

Malaysia has no separate immigration category for reverts or Muslim families — relocation runs through the same established pathways as any other move: Malaysia My Second Home, an Employment Pass tied to a job offer, or a Dependent Pass where a family member already holds residency.

What we offer is clarity — an honest assessment of which pathway genuinely fits your circumstances, and a realistic plan built from the first step.

01

Understand your situation

A clear picture of your background, family circumstances and timeline — no assumptions, no generic advice.

02

Match it to a real pathway

MM2H, an Employment Pass tied to a job offer, or a Dependent Pass — whichever genuinely fits your circumstances.

03

Build a documented, honest plan

A realistic plan, fully documented from the first step, with no shortcuts implied and no outcome guaranteed.

Processing times vary by category and the completeness of supporting documentation, typically running from several weeks to a few months once a case is properly structured. We provide a realistic, case-specific timeline at the assessment stage rather than a generic estimate.

MM2H is a long-stay residency programme renewed periodically and tied to financial qualifying criteria, while Malaysia Permanent Residency (MyPR) is an indefinite status with its own, more demanding eligibility pathway. Many clients use MM2H as a stepping stone while building a case for MyPR.

Dependent Pass holders generally require a separate work authorisation to be employed in Malaysia. We advise on the correct sequencing — including conversion to an Employment Pass where appropriate — as part of a household's overall strategy.

We review the grounds for rejection, identify whether the issue is structural or documentary, and advise on whether to appeal, re-apply with a strengthened case, or pursue an alternative pathway. This is precisely why cases are architected carefully from the outset.

No reputable advisory firm can guarantee a government decision, and we will never claim otherwise. What we control — and what we hold ourselves to — is the quality, accuracy and strategic fit of every submission we prepare.

Advisory fees are fixed and agreed in writing before work begins, scoped to your specific pathway and case complexity. Government fees, levies and third-party costs are itemised separately so there are no surprises.

Yes — eligible family members can apply for a Dependent Pass, typically alongside or shortly after your EP is approved.

We manage all correspondence and supplementary submissions with the relevant department on your behalf.

Generally this requires a fresh application under the new employer. We advise on the correct sequencing to avoid gaps in your status.

Yes — dependents can typically be included, subject to the current programme's family inclusion rules, which we confirm at assessment stage.

Residency requirements vary depending on the current programme framework. We advise based on the rules in force at the time of your application.

Employment is generally restricted under MM2H, with limited allowances depending on current regulations — we'll explain what applies to your situation.

This is one of Malaysia's longest-running approval processes. We set realistic expectations from the outset based on current published timelines.

Yes, under certain conditions. We advise on how to maintain compliant status throughout and after the process.

No. PR and citizenship carry different rights and obligations — we walk through the practical differences during your assessment.

Study is typically permitted; work generally requires separate authorisation. We confirm what applies under current rules.

We coordinate certified translation and any required legalisation before submission.

This is subject to specific eligibility criteria and is assessed case by case.

This depends on the original engagement scope and current rules — we advise early if an extension may be needed.

Not directly. A fresh Employment Pass application is required if your circumstances change to ongoing employment.

The Malaysian host company sponsors the application throughout the engagement.

We brief you on levy payments, permit renewals and other compliance requirements before your worker arrives.

We advise on the correct process for replacement, in line with source-country and Malaysian requirements.
